One of the biggest issues associated with with the 1996-2007 Dodge Ram 5.9L Cummins is the extremely cheap and problematic solenoid that was designed to emulate governor pressure. ATS wasn't too impressed with this so they created their GM Solenoid Block Conversion Kit that removes the small factory solenoid with cast housing, and replaced it with an oversized GM heavy-duty solenoid that has 6 times the force to accurately control the metering valve which creates governor pressure. This is a precision cast aluminum pressure manifold block that completely replaces the original part. Your Governor is responsible for allowing the transmission to up-shift, down-shift and part throttle-shift, so it's important to ensure it delivers consistent and reliable performance in every situation.
